With states cutting billions from mental-health budgets, nearly 40 percent of adults with a “severe” mental illness, such as schizophrenia or bipolar disorder, received no treatment, a national survey found. “We have replaced the hospital bed with the jail cell, the homeless shelter, and the coffin,” says Rep.Tim Murphy (R-Pa.).
